This section of Te Araroa Trail runs through PNCC-owned forestry and has been predominantly closed for years due to logging. The good news is they'll soon run out of trees to cut down. Contact Palmerston North City Council to check is access is possible.
From the style at the end of Burtton's track, forestry roads drop north towards Scotts Roadend. Just keep following the forestry roads NE. The roadend is reached after 4.5km and is marked by a locked gate and style at a river-bridge.
